The AI ROI Mirage is built into the structure of how most organizations fund AI. Pilots are approved by technology budgets, measured by technology metrics, and reported through technology channels. The Conviction Engine is the TIRA capital protocol for closing the Mirage gap. It is built from a direct observation: every organization I have worked with that moved AI from pilot to committed operating budget did so by making one decision that most organizations avoid. They defined, in advance, the P&L threshold that would trigger a full commitment.

I introduced RPE as the primary AI performance measure to my advisory clients three years ago, before the analyst community caught up to it. The reason is simple. RPE is the one metric that cannot be gamed by deployment activity. It connects AI capital directly to what the street uses to value the business: revenue produced per unit of human capital.
If headcount is unchanged and revenue per head has not moved after two years of AI investment, one of two things is true. Either the AI program has been automating tasks that did not need to exist, or the operating model has not been redesigned to capture the output. Both are capital allocation failures.

Every operating leader I work with who defers this to mid-year regrets it. The Q2 capital cycle opens fast and the conversation shifts to forward commitments before the Q1 results have been properly interrogated.
